Legislative Mandate

The Constitution of the Republic of South Africa (section 27(1) (c)), provides for the right of access to appropriate social assistance to those unable to support themselves and their dependants. Section 28(1) of the Constitution enshrines the rights of children with regard to appropriate care, basic nutrition, shelter, health care services and social services. In addition, the White Paper’s for Social Welfare (1997) and Population Policy (1998) provide the policy framework for the Department’s work.
