DEFINITION OF DEVELOPMENT & RESEARCH
There are many definitions of community development; however Burke’s (1983) definition has been adopted precisely because it speaks directly to the spirit of this Manual which is awareness, participation, empowerment and change.
Burke’s (1983) defines community development as a phenomenon involving changes in the awareness, motivation and behaviour of individuals and in the relations between individuals as well as between groups within a society. The author asserts that these changes must come from within the individuals and groups and cannot be imposed from the outside.
Community Development is comprehensive in approach, multi-sectoral, multi-disciplinary and should be viewed as a discipline on its own which is an integral part the of social development discourse.
MANDATE OF DEVELOPMENT AND RESEARCH
The mandate of Community Development as a Programme is to empower poor local communities for sustainable livelihoods. This is carried out by engaging local communities in building and strengthening their livelihood capabilities and strategies to combat poverty and other vulnerabilities. This process involves the facilitation of a planned evolution of all aspects of community well-being (physical, social, economic, environmental and cultural).
The outcome of Community Development is to see “empowered, cohesive and sustainable communities” who are active, innovative and productive.

5.3 Institutional capacity building and support
Function of the Department
There is an urgent need to support Not for Profit Organisation (NPO) registration and compliance monitoring, NPO
and co-operative stakeholder liaison and communication, provide institutional capacity building, the management NPO and
co-operatives funding and monitoring and as well as create a conducive environment for all NPOs to flourish.

5.4 Poverty alleviation and sustainable livelihoods
Function of the Department
The objective here is to revitalize local communities and poor households through building their capabilities to access
opportunities for sustainable livelihoods and self-reliance.

5.5 Community-Based Research and Planning
Function of the Department
It provides communities with an opportunity to learn about the life and conditions of their locality and identify the
challenges and concerns facing those communities, as well as their strengths and assets to be leveraged to address these
challenges.
5.6 Youth Development
Function of the Department
The issue in this context is to create an environment to help young people to develop constructive, affirmative and sustainable
livelihoods, while concurrently providing opportunities for the youth to build their competencies and equitable needed skills to
engage as partners in their own development and that of their communities.

The objective here is to implement integrated development programmes that facilitate the empowerment of women in general
and in particular the vulnerable and marginalised.

5.8 Population Policy Promotion
The
Population and Demography Unit is responsible for monitoring the
Implementation of the South Africa’s Population Policy.
This
monitoring does not happen only at the Department of Social Development but also
with other Government Departments.
